New Hairdressers and Beauticians Bill: Professionals Explode, “no new cards needed, stop the squatters”

By the MdP editorial staff – 4 September 2025
The new bill for hairdressers and beauticians has arrived.
The government announces new recognized professional figures, stricter exams and harsher penalties.
But in salons and beauty centers, patience is over: professionals feel cheated.
👉 The problem is not to make new laws. The problem is the squatters, who work undisturbed, ruin customers and destroy the market.
Testimonials (without filters, from the salon to the street)
✂️ Maria, hairdresser – Milan
“I work with the right prices, but then the customer comes along and says: ‘my friend can do it for me at home with 30 euros’. I pay rent, electricity, INPS… And should I compete with those who work on the kitchen table?”
💅 Giulia, beautician – Rome
“Every week I lose customers because they find those who wax for 10 euros at home. I have sanitized cabins, certified machinery, products that comply with standards. They use strips taken from the supermarket. But then when they get hurt, who pays?”
✂️ Luca, barber – Naples
“Young people arrive with irritated skin because they have been cut in the garage by the neighbor. Then they come to me to get it fixed. I make money, but the market is destroyed by those who pay nothing.”
💅 Elena, beautician – Turin
“The ASL fined me because there was no label on a product. Meanwhile, in the same street there is someone who does manicures in the living room without any rules. It’s not justice, it’s mockery.”
✂️ Francesco, hairdresser – Bari
“Every month I find customers ruined by homemade dyes from pseudo hairdressers. Broken hair, irritated scalp. Then it’s up to us to perform miracles. And the State? He doesn’t see anything.”
💅 Sara, beautician – Florence
“A customer came back with a nail infection after a semi-permanent made at home by an abusive. To open I had to do courses, practices and invest in machinery. They nothing. It is an unequal war.”
✂️ Marco, hairdresser – Bologna
“I had to raise prices for bills and contributions. People say: ‘from the one who comes home I spend half’. It is unfair competition, not a market.”
💅 Chiara, beautician – Palermo
“There are real organized networks: girls who do beauty at home in black and advertise themselves on Instagram. And no one intervenes. In the meantime we are being harassed.”
✂️ Alessandro, hairdresser – Verona
“They force me to do courses and updates, right. But then in the neighborhood there are squatters who open garages transformed into a salon. And customers fall for it. Everyone pretends nothing has happened.”
💅 Valentina, beautician – Genoa
“I work with sterilizers and disposable gloves. The squatter uses the same files on all of them. Then customers get fungus and infections and come to us to complain. It’s absurd.”
The point
The new bill brings news on paper, but in fact nothing changes.
The squatters will continue to work undisturbed if there are no real controls and sanctions applied.
👉 Regular hairdressers and beauticians are tired: we don’t need other laws, we need concrete blitzes, heavy fines and the political will to defend those who respect the rules.
What do we think of the editorial staff?
The new bill seems like yet another fig leaf: we talk about exams, titles and papers, while the daily reality is made up of squatters who compete unfairly and damage customers and professionals.
The truth is simple:
- or the squatters stop,
- or the sector will continue to lose value, jobs and dignity.
